Kern County covers the southern end of the San Joaquin Valley and climbs into the Tehachapi Mountains and out into the desert beyond. On the valley floor around Bakersfield the pattern is Central Valley standard: severe thermal cycling, winter tule fog, and a burn program that governs most of the season. Up in Tehachapi the elevation brings genuine winter cold, real wood heat, and freeze-thaw damage. Tehachapi and the desert east of the mountains sit outside the San Joaquin Valley air district altogether.
What matters about Kern chimneys
The valley portion, including Bakersfield, falls under the San Joaquin Valley APCD and its Check Before You Burn program. Tehachapi and the eastern county fall under the Eastern Kern Air Pollution Control District instead, so burn rules are not uniform county-wide.

Tehachapi and mountain communities above 3,500 feet experience freeze-thaw cycling that progressively widens any opening in masonry, a mechanism absent on the valley floor.
Mountain and rural communities use wood stoves as genuine heating rather than atmosphere, producing creosote loads well above valley-floor fireplaces and venting through narrower flues.
Bakersfield's post-war and 1970s-onward expansion installed extensive masonry and later factory-built fireplaces, while rural county housing carries older and frequently owner-modified installations.
Mountain and foothill terrain across the county sits in State Responsibility Area fire terrain, where the spark arrestor the state building code requires on every wood-burning chimney matters most, and Public Resources Code section 4291 requires trees within 10 feet of a chimney outlet to be cut back.

Bakersfield and Tehachapi Are Different Jobs
A Bakersfield fireplace is usually lit a handful of times a winter, on the days the burn program allows it, and its problems come from summer heat and winter fog working on the masonry. The Bakersfield page covers those in detail.
Tehachapi sits at about 4,000 feet. Winters there are cold enough that a stove or fireplace does real heating, freeze-thaw opens up masonry every season, and creosote builds at a rate the valley floor rarely sees. If that describes your house, ask for wood stove servicing rather than a standard fireplace sweep, because the scope is different.
Who Sets the Rules Depends on the Address
Two things change as you cross the county: the air district and the permit office. Bakersfield is under the San Joaquin Valley district's Check Before You Burn program. Tehachapi is under the Eastern Kern district, which runs its own rules, so a Valley no-burn declaration does not apply there.
Permits for installation and rebuild work come from the city for addresses inside Bakersfield or Tehachapi city limits, and from Kern County in unincorporated communities such as Rosedale. Neighbors on either side of a city line can deal with different offices for the same job.
